Context of the project
The technical assistance provided by SHER Ingénieurs Conseils to ADER (Agence de Développement de l'Electrification Rurale) is part of a vast rural electrification programme in the Sava region of Madagascar. SHER assisted ADER with the implementation of three regional electricity concessions. The projects were considered as a public-private partnership (PPP). In particular, they involve 2 hydropower plants with a respective capacity of 0.5 and 8 MW and 6 solar photovoltaic plant totalling 10.4 MWs, as well as the associated transmission and distribution networks. This mission is on-going since 2017 and involves a multidisciplinary team of around fifteen people.
SHER's mission specifically includes the following activities:
Technical assistance to the Project Management Unit (PMU)
Verification of the studies carried out
- Technical and economic evaluation memorandum
- Detailed preliminary project for the 5 hydropower plants
- Preparation of Technical Standards and Norms
- Drafting of socio-environmental standards applicable to hydropower projects in Madagascar
Detailed studies of distribution networks
Upgrading of calls for projects
