Context of the project

As part of the Better Training for Safer Food program, the New Animal Health Law training course presents the new European animal health law: its structure, mechanisms and tools, as well as the list of diseases by category. 

The training consists of 20 four-day sessions covering the relevant aspects of the new European Animal Health Law. This theoretical training explains the general aspects and various mechanisms of this new law, as well as the requirements facing European veterinarians and ministries.

As part of this mission, SHER Ingénieurs-Conseils (JVL Consulting) is undertaking the following activities:

Focus 1: Drafting of a training plan and of the training session content

The course covers the following topics: 

  • General aspects of the basic regulation: its structure, mechanisms and tools, disease list and categories of diseases, listed species and the link with the official controls regulation 
  • General surveillance rules: rules for eradication programs of B and C diseases of terrestrial and aquatic animals, and the pathways to disease-free status 
  • Registration and approval of establishments for animals: identification and registration of animals, eradication programs for certain animal diseases (category B and C), movement requirements different species and categories of animals, special movements (e.g. confinement, circuses, assembly operations), intra-EU animal health certification and notification of movements (including IMSOC) 
  • Registration and approval of germinal product establishments: registers of the competent authority and record-keeping by operators, traceability (marking) of germinal products, animal health requirements for movements of germinal products and special rules for movement of donor animals, intra-EU animal health certification and notification of movements (including IMSOC), entry into the EU 
  • Disease control measures for category A diseases, Certain aspects of category B and C diseases: disease control measures, EU surveillance programs, available tools (emerging diseases, emergency measures and other special measures), Animal Disease Information System (ADIS) and animal disease notification and reporting 
  • Animal health requirements for movements into the European Union of animals, germinal products and products of animal origin: list of third countries and territories and animal health certificates 

Focus 2: Implementing of the logistical aspects of training sessions 

  • Selection, coordination and briefing of the speakers 
  • Promotional and communication activities 
  • Management of travel and accommodation for participants and speakers 
  • Logistical arrangements and support
