Context of the project

In July 2021, Wallonia was hit by massive floods, the worst disaster in its recent history. One of the measures taken was to grant a subsidy (via two drawing rights for a total of €70m) to all the municipalities of Wallonia in order to strengthen their power of action and to enable them to implement the projects set out within the Flood Risk Management Plans (FRMP) 2022-2027, as well as to propose new ones. The Non-Navigable Watercourses Directorate of the Walloon Public Service (SPW-DCENN) has been carried out these tasks for many months. 

Therefore, the mission consists of assisting the FRMP team, and in particular the DCENN, in advising, analysing and monitoring projects that can be subsidised by FRMP drawing rights in order to help the municipalities make their territory more resilient to flood risks.

As part of this assignment, SHER Ingénieurs-Conseils undertook the following activities:

  • Handling of the administrative and financial aspects linked to the management of the two FRMP drawing rights for municipalities’ resilience 
  • Technical analysis and monitoring of projects submitted by municipalities under drawing rights
  • Consultation with stakeholders involved in flood risk management (SPW-DCENN, GISER, DAFOR, CRC, TLPE, River Contracts, etc.) on projects submitted for approval
  • Advice to municipalities to inform them of their situation (or their location and thus implications) in the hydrographic basin, their exposure to flood risk, identification of priority areas for action, but also to propose new actions and broaden their vision of the wide range of possible actions.
  • Attendance to consultation meetings of the Sub-Basin Technical Committees (CTSBH)
  • Technical contributions to communication campaigns
